Health security is increasingly recognised as a key element of national security and prosperity. Australia’s modest size and capabilities relative to other larger nations makes it critical to harness expertise and establish broad connectivity across the biotech and medtech sectors, to enhance health security. The Prevention, Preparedness, Response, and Recovery (PPRR) Model is an integral element in developing effective and comprehensive responses to CBRN threat events. Used widely among Australian emergency management and national security agencies, the PPRR Model is a comprehensive risk and disaster management framework with important applications to Australia’s CBRN preparedness and national health security resilience. PPRR models establish structures for preparation and preventative activities, responses to, investigation of, and recovery from CBRN events, to create a holistic and effective system for CBRN protection. Rather than focussing narrowly on threat responses, Health Security Systems Australia (HSSA), a Division of DMTC Ltd, advocates for the PPRR framework to be used to direct strategic investment equitably, to develop “whole-of-event-lifecycle” capabilities that enhance preparedness for, prevention of, response to and recovery from threats to Australia's health security.
